The brothers—wrongly—think that God is punishing them for what they did to Joseph. However, God is not said to be doing any of this, but rather Joseph. They are superstitiously applying actions to God, which are, in fact, not true. This notion will be countered in Joseph's response a bit later, "What you intended for harm, God intended for good."
